Education

Minimum Second Marine Engineer, Marine School Diploma or Technical College Certificate or a combination of equivalent
Education, job-related training, and experience in a related position
Completion of a 5 – years Technical Apprenticeship onboard, a recognized Marine Course STCW and unlimited III/2 Certificate of competency (COC valid for more than 2 years).

Job Description

Liaise with and monitor the Computerized Maintenance Management System (CMMS), to ensure that it is accurate and up-to-date, and will analyze completed jobs and conditions of class.
Follow up and maintain an updated record of conditions of class.
Follow and ensure strong implementation of planned maintenance is applied.
Monitor vessel spares requisitionspareconsumption, and stocks on board for all the vessels.
Conduct the repair and maintenance functions furnished operating fleet to minimize loss of revenue and cost of repairs.
Maintain a record of engineering costs of repair requests done onboard for each vessel.
Ensure that vessels comply with class society requirements and valid insurance for Hull, Machinery, and P& I.
Visit regularly the fleet in situ onshore & offshore in UAE or globally as per natural vessel’s operation area.
Conducts physically and supervises all dry dock activities carried out in UAE or Worldwide as required and prepares the final dry dock reports and records.
Participating in HSEQ improvements, Auditing, review meetings, and assisting the technical management in implementing policy and ISM system on board all the vessels.
Ensure the vessel’s availability and seaworthy for trading worldwide and updating management about status.
Participating and Investigating machinery casualties to determine the cause and report to the technical director with learned lessons and recommendations to prevent recurrence of casualty or in proper operation.
Lailise and cooperates with regulatory bodies to ensure that requirements for alterations, repair, or modifications are as per company standard and consistent with safety.
Guiding in the sourcing of vessel spare parensuringsure the availability of the minimum critical vessel spare parts, and maintain records for inventory in addition to preparing newly submitted quotations regarding repairs.
Delegation of tasks related to vessel maintenance and assisting in case of problems without sacrificing his quantity/quality work.
Promote a safe working environment, through Hazard Protection Programs (HPP) and Job Safety Analysis programs.
Ensure all programs are developed and functioning in the Marine Safety culture and will take the lead in thoroughly investigating all technical incidents.
Ensure the safety and pollution regulations are applied and followed onshore and board vessels, and ensure safe working is carried out.
Assist in Budgetary which includes the preparation of budgets by the organization’s requirements.
Oversee refits and planned work projects, ensuring that essential refit, maintenance, and survey work are included in specifications and project plans, and associated expenditures remain within budget.
Prepares new scope of work regarding repairs and dockings to submit to the technical director.
Develops and maintains outside vendor and service provider relationships.
Ensure that purchases for the Department are made in compliance with the procurement policy.
Be a part of the vessel fuel management committee, which deals with the lifecycle of fuel from procurement to the final combustion of fuel in the vessels.
As a member of the Operations Team, is responsible for workforce planning, and training as well as monitors the engine room crew’s performance on board to ensure that the engine room crew not only has sufficient staffing to successfully meet operational requirements but also has the right people in the right places.
Assisting as necessary in any of the foregoing procedures for vessels not specifically allocated to them.
Maintain a record of all contractors and sub-contractors which are used, and create a documentation system for the fleet to ensure a high level of record clarity. Prepares reports for scheduled dockings for the running year. Prepare and review monthly variance reports.
Coordinates with the class and flag states and other surveyors for the required surveys as necessary.
Provides input to strategic decisions that affect the functional area of responsibility, capable of resolving escalated issues arising from operations and requiring coordination with other departments.

Experience

Minimum 10 years of comprehensive marine technical experience.
3 years experience in the rank of Chief Engineer onboard ships.
3 years of relevant conversion or a new build experience in marine/ offshore industry /shore-based technical.
Minimum 2 years in positions of onshore Technical Office Management experience.
Experience in Caterpillar Ships Machine.
Based in Dubai and frequently travel to Iraq Offshore.
Internal auditing experience.

Knowledge

Maintain and keep office database for all mechanical systems onboard and their repair history.
Identify, manage, and monitor risks.
Carry out inspections to verify the accuracy of the planned maintenance system.

Skills

Microsoft Office (Word, Excel) mandatory, Microsoft Project, and Auto Cad advantage.
Extensive knowledge and experience in relevant marine and offshore legislations, inspection standards, class rules requirements, and industry codes.
Excellent communication and influencing skills at all levels of the organization.
